Area Heads Meeting
January 7, 2003

 

Meeting called to order: 7:35 p.m.

Areas Present: Canby, Colton, Country Christian, Gladstone, Jackson, Keizer, Lake Oswego, Milwaukie, Molalla, North Marion, Oregon City, Putnam, Redland, Sellwood, Silverton, South Clackamas, Sunrise, Tualatin, West Linn, Whiskey Hill, Wilsonville, and Woodburn.
Absent: Gervais and Lakeridge.

Treasurers Report: $3,592.06 remains in the account. The Board is still waiting for the tournament reimbursement request from Redland.

State Meeting: 

·        The website address JuniorBaseballofOregon.com has been obtained and State is working to establish the site. The State website should be on-line soon.

·        State accepted a proposal by Wilson, Inc. to produce Junior Baseball of Oregon official baseballs in 2003. As part of the agreement, Wilson will be donating equipment and products for fundraising at State Tournaments. State encourages all Areas to support Wilson by purchasing the official JBO baseballs.

·        AABC Regional Tournaments will be available for the following State Tournament winners:
Senior Federal - - July 31 to August 3 in Texas
Junior Federal - - July 24 to 27 in Corvallis, Oregon.

·        State has adopted several rule changes for 2003. Following are generalized summaries:

1) At Senior National, no new inning will start after 2 hours and 30 minutes. This change reinstates a time limit at this level (the time limit was removed in 2002), but increases the limit by 30 minutes from prior rules.

2) In 2003, the 10-run rule will not waive the requirement that each player participate in a minimum of six defensive outs during each game. State also clarified that the 10-run rule applies at any inning beyond the minimum required to trigger the rule.

3) State clarified that any player addressing the pitching rubber and throwing a warm-up pitch becomes the official pitcher of record, and must throw a pitch to at least one batter, one pitch constitutes an inning pitched for the purposes of pitching limit rules, and that this rule applies to both starting and relieving pitchers.



4) State is waiving the High School rule implemented in 2002 that requires an appeal play for cases where runners miss a base. If a runner misses a base, the umpire will now be required to make the call without an appeal from the defensive team.

·        State Board elections will occur at the February meeting.

·        State meetings are currently being finalized. Bonnie will e-mail the State calendar to Jeff this Friday.

·        North Salem is considering fielding three teams in Junior Baseball in 2003 (Midget Federal, Senior American, and Senior Federal). State is evaluating where these teams should participate if they do join JBO. One option could be to have them participate in CCJBA through the Keizer Area.

Tournament Reimbursement Rate Questionnaire: The Board has developed a questionnaire to solicit tournament cost information from Areas who hosted County Tournaments in 2002. This questionnaire will be e-mailed to these Areas later this month. Information obtained from these questionnaires will be used to evaluate the reimbursement rates adopted by the Board.

Sportsmanship Awards:  Based on the nominations received from thirteen Areas, the Board selected the recipients for the 2002 Sportsmanship Awards:

North Division:  Milwaukie                              Honorable mention:  Oregon City
South Division:  Canby                         Honorable mention:   Wilsonville

All of these Areas were congratulated for their efforts last year.

2003 CCJBA Meetings/Calendar: An updated calendar will be sent out later this month after Jeff receives the 2003 State meeting calendar from Bonnie. The next CCJBA meeting will be February 3. State Applications and Proof of Insurance, and bids to host 2003 County Tournaments will be due at this meeting. Information was provided regarding the State Application and Proof of Insurance requirements. The March meeting is scheduled for March 3.

State Forms: Jeff will be e-mailing the State forms (State Application, Waiver Form, Roster Form) to Areas this month. The immediate priority is the State Application. The other forms will not be needed for several months.

2003 CCJBA Directory: Jeff again solicited updated information for the CCJBA Directory. A draft Directory will be e-mailed later this month. Area Heads were asked to check the accuracy of the current information and provide updates to Jeff via e-mail. Please pay attention to text in red typeface: this information is not verified, or current information is missing.

Communications Manager Position: The Board announced that Todd Sonfleith has been appointed as the CCJBA Communications Manager (website manager) for 2003. Todd Sonfleith has served in this position for several years.

League Statistician Position: The Board announced that Bonnie Petty has been appointed to the position of League Statistician (Scheduler) for 2003. Bonnie has served in this position for many years.

Area Heads expressed their appreciation for the past accomplishments of both of these individuals and strongly supported these decisions of the Board.
