Area Heads Meeting
November 4, 2002

 Meeting called to order: 7:40 p.m.

Areas Present: Canby, Keizer, Milwaukie, Oregon City, Putnam, Redland, Sellwood, South Clackamas, Sunrise, Tualatin, West Linn, and Wilsonville.
Absent: Colton, Country Christian, Gervais, Gladstone, Jackson, Lakeridge, Lake Oswego, Molalla, North Marion, Silverton, Whiskey Hill, and Woodburn.

Treasurers Report:  None   {Note: after the meeting the account balance was reported as $4,552.21}

State Meeting: No Report.

Tri-Co Participation in 2003: The Board met with invited Tri-Co representatives tonight to discuss potential participation by Tri-Co teams in CCJBA league schedules in 2003. Past problems encountered by CCJBA with Tri-Co teams were reviewed and discussed in detail. The Tri-Co representatives addressed all of the specific CCJBA requests contained within the past letter sent to their Association and committed to assuring that these issues would not occur in the future if their teams are allowed to return to CCJBA schedules. For 2003, Tri-Co anticipates only requesting participation in CCJBA leagues with one or two teams at the Midget Federal level: they have built team numbers large enough to have their own Junior Federal and Senior Federal leagues. The Board unanimously decided to allow Tri-Co participation in 2003 contingent upon Tri-Co agreeing to a number of conditions: (1) the CCJBA Board wants assurance that all requests in the letter continue to be addressed, (2) CCJBA needs assurance that the Tri-Co coaches will attend CCJBA meetings as agreed, (3) the CCJBA President (John) would serve as the “Area Head” for these teams and any concerns/issues from or about the teams would be directed to him, (4) no Vancouver/Washington teams would be allowed to participate in CCJBA leagues, and (5) 2003 would be viewed as a probationary year and continued Tri-Co participation would be reviewed by the Board after the end of the 2003 season.

Sportsmanship Awards:  The Board has deferred a decision on the Sportsmanship Awards for 2002 until the December meeting due to allow nomination response from the Areas. Jeff noted that less than 40% of the Areas submitted Sportsmanship Award nominations. Areas that haven’t responded were asked to e-mail their Sportsmanship Award nomination to Jeff as soon as possible.

Tournament Reimbursement Requests: Requests for reimbursement of 2002 County Tournament costs were due tonight. Milwaukie submitted their requests for the two tournaments they hosted, Midget National and Senior Federal.

2003 Calendar: Jeff is still waiting for State to set their meeting schedule and tournament dates before the 2003 calendar can be created.

State Website: Willie noted that State is looking for a website manager so that a State website can be created. The CCJBA Board has submitted names of several possible candidates to State. If any Area knows of a possible candidate, e-mail the persons name and phone number to Jeff so that the information can be forwarded to State.

North/South Field Representative Board positions: The Board approved the creation of two new elected Board positions tonight: North and South Field Representatives. This proposal was discussed at last months meeting and was widely supported by all the Areas present. Willie and Jeff reviewed the adopted Position Description. These positions are elected Board members with full voting privileges. The positions will be opened for nomination and election tonight with all other Board positions.

 

2003 Board Elections: Nominations were solicited again for all 2003 Board positions and elections were held. Since no positions were contested, the current Board and Area Heads unanimously elected the Board through a slate vote. Following are the Board members for 2003:

State Rule Proposals: Willie solicited recommendations from the Areas regarding any rule changes that they would like CCJBA to forward to State. A number of ideas were discussed. Only one change was supported by the group: CCJBA would like State to adopt standards for the minimum distance for home run fences at the various age divisions. This information could be used as a guideline for Areas hosting invitational or district tournaments. State could possibly adopt the standards as a rule for State tournaments.
