Clackamas County Junior Baseball Minutes
Area Heads Meeting
December 4, 2006

 Meeting called to order: 7:40 p.m.

Areas Present: Canby, Clackamas, Gladstone, Mid-Valley, Molalla, North Marion, Oregon City, Sellwood, Silverton, South Clackamas, Tualatin, West Linn-Seniors, and Wilsonville.
Absent: Colton, Country Christian, Jackson, Lake Oswego, Lakeridge, Milwaukie, Putnam, Redland, West Linn-Juniors, and Whiskey Hill.

Treasurers Report: $1,007.10 remains in the account. Still need to reimburse Lake Oswego/Lakeridge $125 for a 2006 County Tournament.

A question was raised by Mid-Valley concerning reimbursement for t-shirts from the 2006 tournaments hosted at Woodburn. They reported they sold 26 shirts at the first tournament, 28 at the second, and the remainder were taken back by a County Rep at the tournament (which is not the standard process). Mid-Valley requested reimbursement for the remaining shirts that were taken back. Mid-Valley has received a check for $150. The Board will investigate.

State Meeting:

No State meeting in December.

Bids to host State tournaments are due to State in January, and were due to our District Commissioners tonight. Areas still interested in hosting a tournament must e-mail their bids to Robert or Todd by December 31.

Robert noted the State “Application for Participation” in JBO is being updated and will be posted on the State website the first or second week of January. These forms are due to CCJBA in February with Proof of Insurance. Areas should be in the process of renewing their insurance now so that Proof of Insurance is available in February.

Willie also noted that any conflicts with Area boundary descriptions need to be resolved between the affected Areas before Applications are submitted in February.

2007 Team Fees: CCJBA has increased team fees to $105 per team for 2007. The increase covers fee increases passed by State, new costs to CCJBA, and to meet cash flow needs within our organization. Area Heads should inform their local Boards immediately as sign-ups are scheduled to start soon at many local Areas.

2007 CCJBA Budget: The CCJBA Board approved a budget for 2007. A copy of the approved budget will be provided to all Areas.

2007 Calendar: The 2007 CCJBA Calendar is “final” except for possible changes to the umpire clinics. Areas have requested that these clinics be held earlier to assure umpires are certified and available when the league seasons start. The Board will investigate options for moving the clinics earlier.

Meeting Attendance: Willie noted that the CCJBA Bylaws require regular attendance by Areas at CCJBA meetings. Problems are created when Areas do not attend meetings and miss critical information or deadlines. Having all Areas present at meetings also assures a better decision-making process and a common understanding by all Areas of the reasons for any specific decision.

Willie noted the Bylaws specify a financial penalty for attendance problems. Areas missing two meetings per calendar year will be fined $100, and their teams cannot participate in County tournaments until the fee is paid. It should be noted that the fine is not to penalize Areas, but the intent is to promote regular attendance. The Board will be discussing the possibility of levying these fines in the near future.

Directory Updates: Jeff still needs updated contact information for a majority of the CCJBA Areas. Each Area needs to provide information for their President and Area Head. The information needed for each officer is as follows: (1) name, (2) mailing address, (3) e-mail address, (4) home phone, and (5) work phone. This information is only used for CCJBA business and is not distributed to others. The information should be e-mailed to CCJBASEC@comcast.net

Jeff will be e-mailing the current version of the Directory to all Areas for review, and requesting that the information be either updated, or confirmed to be accurate.

Other Issues/Q&A

Mid-Valley reported that Randy Brock will be convening a clinic for youth baseball coaches. This clinic may include the training for coaches to receive their NYSCA coach certification. The information will be distributed to all Areas via e-mail. Areas can forward the information to their coaches as applicable.

Bylaws are still needed from South Clackamas and Country Christian to be eligible to participate in CCJBA. These bylaws need to be submitted with, or prior to, the Application for Participation.
