Baseball Minutes
Area Heads Meeting
February 3, 2003
Meeting called to order: 7:40 p.m.
Areas Present: Canby, Colton, Country Christian, Gladstone,
Keizer, Lakeridge, Milwaukie, Molalla, Oregon City, Redland, Sellwood,
Silverton, South Clackamas, Tualatin, West Linn, Wilsonville, and Woodburn.
Absent: Gervais, Jackson, Lake
Oswego, North Marion, Putnam, Sunrise, and Whiskey Hill.
Treasurers Report: $3,478.61 remains in the account.
State Meeting:

North Salem will
participate this year and will be assigned to the Valley District. Keizer will
stay in Clackamas County for another year, then possibly move to the Valley
District.

An AABC representative
attended the State meeting. This rep can be reached at the following e-mail

AABC will allow three Oregon entries to the Junior Federal regional tournament
in Corvallis: a Corvallis team plus the top two teams from the State Tournament.
It was clarified that the Senior Federal regional tournament will be held in
West Covina, California, not in Texas as previously reported. Enrollment forms
for all teams at these levels need to be submitted by State to AABC by June 1.
CCJBA will distribute these forms to CCJBA teams at the Mandatory Coaches
meeting April 16. Teams rosters must be submitted to AABC by State by June 15.
It was noted that teams participating in these AABC tournaments must have player
birth certificates and scorebooks with them at the tournaments. It was also
noted that AABC allows teams to place up to three additional players on their
“tournament roster” as long as the players are from the same league. If this
occurs, the scorebooks from these players teams must also be taken to the
tournament to verify eligibility.

State set the umpire
payment rate for State Tournaments as follows: (1) $30 per game at the Midget
level, and (2) $35 per game for all other levels. Areas hosting State
Tournaments will pay umpires these amounts.

State also set the rates
for tournament cost reimbursements for Areas hosting tournaments. The 2003 rates
are: (1) $65 per game at the Midget level, and (2) $75 per game for all other
levels. These rates are intended to offset the cost of umpires plus provide some
additional support.

State will present
individual player medals for teams finishing the State Tournament in 2nd,
3rd, or 4th place. In the past, individual player awards
were only presented to the Championship teams.

State Tournament
Information Packets need to be
returned to State ASAP by Areas
hosting State Tournaments this year.

State did not discuss
Invitational Tournaments at the February meeting.

State Board elections were
held. All previous officers will return in their past positions except
Secretary. The Secretary position will be elected at the March meeting.
County Tournament Bids: Bids to host 2003 County Tournaments were submitted. After a quick review, John noted that sites are still needed for all Senior level tournaments, and for Midget Federal. Areas were encouraged to submit additional bids prior to the March meeting when the Board will select sites. Requests should be e-mailed to John prior to the March meeting.
State Applications
and Proof of Insurance: State
Applications for Membership in JBO and Proof of Insurance were submitted. Areas
not present at tonight’s meeting need to mail these to Tracy as soon as
possible. These required forms will be submitted to State in early March.
Failure to provide these to Tracy soon will result in a penalty fee or denial to
participate in Junior Baseball this year. The forms should be mailed to Tracy:

Field Directions: Jeff noted that updates to field directions
are due next month. Each Area Head was asked to review last years directions
and make any necessary changes, write directions to new fields, or delete
directions to fields no longer in use. This information is needed for the 2003
CCJBA Directory and Rules book. Updates should be e-mailed to Jeff prior to
the March meeting if possible.
2003 CCJBA Calendar: The calendar has been finalized. The only “tentative” item remaining is the location of the Canby umpire clinic. Jeff will revise and e-mail a new calendar prior to the March meeting.
High School Rule Book Orders: Areas were be provided an “advance warning” that orders for HS Baseball Rule Books will be solicited at the April meeting. The number of books requested and a payment check will be due at that meeting. The Board recommends that Areas purchase at least one rulebook for each of their teams. Pat Coyle will be determining the price of these books prior to the March meeting.
2003 Team Fees: The Board voted to maintain the team participation fee at $80 for 2003 assuming that State doesn’t raise their fee. CCJBA is not aware of any State action on this matter and assumes that the fee wasn’t raised this year. If State raises the fee the Board will reconsider this decision.
Umpire Certification Cards: The Board is investigating a proposal to provide “certification cards” to all umpires who successfully complete the CCJBA umpire clinics. The card would note the year of certification, and each card could have a unique number. The card would be used to prove that an umpire has completed the required CCJBA clinic. It was noted that certification by Portland Baseball Umpires Association and Salem Umpires Association is also adequate to umpire in CCJBA. The Board will report on this issue in the future.
