Clackamas County Junior Baseball Minutes
Area Heads Meeting
February 5, 2002

 

Meeting called to order: 7:35 p.m.

Areas Present: Canby, Colton, Country Christian, Gervais, Gladstone, Jackson, Keizer, Lake Oswego, Lakeridge, Milwaukie, Molalla, North Marion, Oregon City, Redland, Sellwood, Putnam, South Clackamas, Sunrise, Tualatin, West Linn, Whiskey Hill, Wilsonville, and Woodburn.
Absent: Silverton (excused)

Treasurers Report: $ 5,661.84 remains in the account. North Marion has yet to submit a tournament reimbursement request for 2001 tournaments.

State Meeting:

·           The State Invitational Tournament meeting has been changed to April 2 (Tuesday) at Knight School. State was required to change the date and location because Ackerman Middle School was not available.

·           State has adopted standards for JBO Invitational Tournaments. Only JBO-affiliated Areas will be allowed to offer Invitational Tournaments at the annual meeting. Areas will also be asked to provide a tournament “facts sheet” at the meeting that describes how each of their tournaments will be operated.

·           Invitational Tournament information should be e-mailed to Dhkuhns@hotmail.com after March 1. Areas need to provide the dates and levels of each tournament that will be offered at the meeting.

·           Canby has been selected as the site of the Senior American State Tournament. All Senior level State Tournaments will be held in Clackamas County this year! In addition to Canby, Senior National will be at Oregon City and Senior Federal will be hosted by Sunrise.

·           All Areas hosting State Tournaments must e-mail information to Chuck Eaton before the next State meeting (the request was distributed to the applicable Areas tonight). These Areas must also attend the State meeting next month.

·           State held elections: Greg Bender- - President;  Gary Wilson - - Vice President;  Bonnie Petty - - Treasurer;  Secretary position is VACANT. State is looking for a candidate for Secretary.

·           State has arranged for the Senior American State Champion to participate in the American Amateur Baseball Congress (AABC) Regional Tournament July 24-27 in Corvallis. The winner of this tournament of West Coast teams will advance to the AABC World Series August 1-4 in Jersey City, New Jersey. State will pay the team costs for the Regional Tournament. The costs for teams advancing to the World Series will be paid by AABC. State is using this opportunity as a test for possible future inclusion of JBO State Champions at all levels in AABC Regional Tournaments.

·           State provided a proposal for re-districting for review by CCJBA at this meeting. If approved, changes would not occur in 2002. At the request of State, Doug requested input from CCJBA Areas. After review and discussion, CCJBA Areas unanimously opposed the proposed changes to existing districts. One obvious problem is that the “new districts” would not contain enough federal teams to allow any district except CCJBA to form federal leagues for season play.

Given that the State “concerns” now seem to revolve around the number of State berths provided to CCJBA teams, the group discussed an alternative where CCJBA would only be guaranteed two berths per level, but that the remaining CCJBA teams invited to State each year (the number determined by the current method of considering the number of teams the previous year) would be required to play pre-qualification games for the State Tournament. This would allow more teams from other Districts to at least advance to the pre-qualification level. While the Areas do not necessarily like this alternative, they support it over the State re-districting proposal.

State Applications and Proof of Insurance:  Doug collected JBO Applications for Membership and Proof-of-Insurance from all Areas.

2002 County Tournaments: Bids for the 2002 CCJBA County Tournaments were collected this past month and reviewed by the Board. Not enough bids were received to complete the selections of sites at this time. No bids were submitted for Junior National, Junior Federal, or Senior National. The Board will accept additional bids and will select sites at the next meeting. Requests to host these, or any other levels, should be e-mailed to John Garcia by March 1.

Field Direction Updates: Updates to field directions are due next month. These directions are included in the County Book to help teams find game locations. All Areas should review the 2001 Book, and submit written directions for new fields, or make corrections to past directions. These updated field directions need to be provided to Jeff at the next meeting.

CCJBA Website: The Board is finalizing the 2002 contract and agreements for the website. It was noted that an increase in team fees of approximately $3 per team may be required to maintain the site. Areas were supportive of this increased cost.
