Area Heads Meeting
April 5, 2004
Meeting called to order: 7:35 p.m.
Areas Present:
Canby, Clackamas (Sunrise), Colton, Country Christian, Gervais, Gladstone,
Jackson, Lake Oswego, Lakeridge, Milwaukie, Molalla, North Marion, Oregon City,
Putnam, Redland, Sellwood, South Clackamas, Tualatin, West Linn, West
Linn-Juniors, Whiskey Hill, Wilsonville, and Woodburn
Absent:
None
Treasurers Report: $818.49 remains in the account.
State Meeting:
No report. State will meet on April 7 at the Invitational Tournament
meeting.
Team Cards/Fees:
Team cards and Team fees were collected.
Insurance:
Gervais, Jackson, Lakeridge, Molalla, Putnam, West Linn, and Whiskey Hill
need to provide updated insurance information ASAP. This proof needs to be
turned in by the State meeting on Wednesday. Areas should provide two copies to
Tracy.
State Invitational Tournaments: The State invitational tournament meeting will be held Wednesday at Oregon City High School. The meeting starts at 7:30 p.m. Coaches will be charged $1 at the door.
Umpire Clinics: The Gladstone clinic started last Thursday. The Canby clinic was moved back one week and will start tomorrow. The Canby clinic will be held at Cutsforths Thriftway. The cost is $30. Umpire certification cards may be issued this year.
2004 County Tournament Sites: Molalla and Canby have confirmed that they will host Junior National and Senior National, respectively. Clackamas is still confirming a site for Midget National.
County Tournament Fees/Reimbursement Rates: After last months discussions with Areas, the Board revisited the proposal to increase the County Tournament reimbursement paid to host Areas by charging a nominal team entry fee. The larger reimbursement is intended to eliminate the financial cost of hosting tournaments and thereby remove a disincentive for some Areas. The Board adopted the following reimbursement rate, and team entry fee (for teams reaching the “final 8” weekend) for each level.

Midgets and Juniors $400
Senior National and American $500
Senior Federal $600
Team Entry Fees:
Midget $25/team
Junior $35/team
Senior National and American $45/team
Senior Federal $75/team
Team entry fees must be paid to the host Area prior to the tournament at the Mandatory Tournament meeting (the Friday before each tournament weekend).
Game Cards: Game Results Cards will be distributed at the April 19 waiver signing meeting.
Rosters/Waivers: A general discussion was held regarding the process and requirements for team rosters and player/team waivers.
Midget National New Rule:
The Board reviewed the issue regarding the State reversed of the new rule
eliminating leading off at Midget National, and solicited input from all Areas
as to whether CCJBA would like to adopt the rule this year (see the March 8,
2004 Minutes for additional details). Possible penalties were also discussed
with most Areas supporting that violation would result in a dead ball and
runners would be required to return to their base. Areas that have Midget
National teams voted on whether to adopt the rule in CCJBA and forfeit State
Tournament play in favor of an expanded District tournament. The Areas voted 9-7
against the change. Areas expressed that this rule should be proposed to State
for reconsideration next year.
